The Local Government Unit of Pagbilao headed by Mayor Shierre Anne Portes-Palicpic once again passed the criteria set by the Department of Interior and Local Government for the 2017 Seal of Good Financial Housekeping (SGFH), one of the components needed for a LGU to be awarded the Seal of Good Local Governance or SGLG.
It was conceived to promote transparency and accountability in Local Government Operations, and Pagbilao is a consistent SGFH passer for five consecutive years since 2011 and was given the Seal last 2015 that entitled the LGU of Pagbilao for a Performance challenge Fund worth 1,000,000.00. Aside from the recognition given by DILG they also issue certification to LGUs who are passers of Good Financial Housekeeping where they can apply for loans to accredited banks.
The Municipal Government is among the 39 municipalities and 2 cities, in the province of Quezon which complied with the government accounting and auditing standards and the full disclosure policy for its budget and finances.
LGU Pagbilao together with the municipalities of Agdangan, San Andres, Mulanay, Guinayangan, and Infanta got HIGH ratings from the respective categories that determine a functional Local Development Council (LDC).
These include Unqualified or Qualified Commission on Audit Opinion of the immediately preceding year as well as Compliance with the Full Disclosure Policy of Local Budget and Finances, Bids and Public Offerings such as Annual Budget, Statement of Receipts and Expenditures, Annual Procurement Plan or Procurement List, and Bid Results on Civil Works, Goods and Services and Consulting Services, among others.
The DILG financial clearance adds to the growing list of Mayor Palicpic’s awards and recognition it has reaped for the past years such as Seal of Good Local Governance (SGLG) and Seal of Child Friendly Local Governance among others.
Amidst the growing problems in the bureaucracy, SGFH posed as a challenge to Local Government in continuing Good Governance Practices while endeavoring to provide better if not best services to its people.
