Barangay captains and councilors from the 27 barangays of Pagbilao underwent a workshop on Contingency Planning from September 20 to 22, 2017.
The Contingency Planning Workshop is aimed at preparing barangays to promptly respond to dangers brought by climate change and to effectively act upon the effects of climate change to the community.
Quezon Provincial Disaster Risk Reduction and Management Officer, Dr. Henry Buzar served as resource speaker in the workshop. Pagbilao Municipal Disaster Risk Reduction and Management Officer, Delfin Magana also shared points on disaster response. Municipal Local Government Operations Officer, Benny Camacho guided barangay officials in the formulation of plans.
According to Dr. Buzar, in responding to disasters caused by climate change, it is vital to follow the process of Contingency Planning: prepare (for possible dangers), analyze (the actions to take), develop (concrete plan), implement (the plan), and review (the action taken).
In her message, Mayor Shierre Ann Portes-Palicpic encouraged the participating officials to ponder on important programs that would address climate change and its bad effects.
“Kinakailangan po naming malaman sa pamahalaang bayan ang mga plano ng inyong barangay upang pagkasunduin at pagtagpuin, at finally we will arrive at a concrete plan — doable, achievable and practical which are applicable to your barangay,” Mayor Palicpic said.
The Contingency Planning Workshop was held in accordance with the provisions of Republic Act (RA) 9729 or Climate Change Act of 2009, RA 7160 or the Local Government Code, and the National Climate Change Action Plan.
The Climate Change Act mandates every local government unit to serve as the primary agency in the formulation and implementation of necessary actions relating to climate change. It also states that barangays need to be directly connected with their local government unit, to prioritize issues on climate change, and to implement the best practices in addressing effects of climate change.
