HEARTS Program
EXECUTIVE FLAGSHIP PROGRAM
The HEARTS Program is the direction of Mayor Angelica Portes-Tatlonghari for the next three years. This shall entail the work and responsibilities of the LGU to render within her first term and alongside are the brief project/program description as to who are the beneficiaries and the broad impact to a specific community or the totality of the Municipality.
The program set under this Plan has been integrated with the course of the Provincial Government of Quezon through its Local Chief Executive, Gov. Angelina D.L. Tan. The HEARTS program of LGU Pagbilao coincides with the HEALING Program of the Province to ensure that social, economic, institutional, environmental, and infrastructure programs are well-defined and compliments one to the other.
HEALTH AND NUTRITION
The health and nutrition of our citizens are paramount. A healthy population is a productive population. We must ensure access to quality healthcare for all, promote preventive measures, and combat malnutrition. Investing in healthcare infrastructure, training medical professionals, and supporting research are critical. Initiatives such as widespread vaccination programs, nutritional education campaigns, and community health services will be prioritized. We aim to reduce health disparities and ensure that every citizen, regardless of their socio-economic status, has access to the healthcare they need.
EDUCATION
Education is the cornerstone of our future. An educated populace is essential for innovation and economic growth. We must enhance our educational system from the ground up, ensuring that quality education is accessible to all children and adults. This includes improving school infrastructure, updating curricula to meet global standards, and integrating technology into classrooms. Special focus will be given to vocational training and lifelong learning programs to equip our workforce with the skills needed in a rapidly changing world. Inclusive education practices will ensure that every student, regardless of their background or abilities, has the opportunity to succeed.
Agriculture
Agriculture is the lifeline of our rural economy and a key to food security. We must support our farmers through subsidies, access to modern technology, and training in sustainable farming practices. Agricultural research and innovation are essential to increase productivity and resilience against climate change. We will invest in infrastructure such as irrigation, storage facilities, and transportation to reduce post-harvest losses. Strengthening cooperatives and farmer organizations will empower our agricultural communities and ensure they receive fair prices for their produce.
Resiliency, Security, Safety, Peace and Order
Our nation’s security and resilience are foundational to our stability. We must strengthen our disaster preparedness and response mechanisms to protect our citizens from natural and man-made calamities. Ensuring public safety through effective law enforcement and justice systems is crucial. We will foster a culture of peace by addressing the root causes of conflict and promoting dialogue and reconciliation. Investments in cybersecurity, counter-terrorism, and community policing will enhance our ability to protect our citizens and maintain public order.
Tourism, Culture, and Investment
Tourism and culture are not only sources of pride but also significant drivers of economic growth. We must preserve and promote our cultural heritage while developing sustainable tourism practices. Investment in tourism infrastructure, marketing our unique attractions, and enhancing visitor experiences will attract both domestic and international tourists. Creating a favorable business environment through policy reforms, incentives, and infrastructure development will attract investments, stimulate economic growth, and create jobs. We will support cultural industries and creative arts as they play a crucial role in our national identity and economic development.
Serbisyo Publiko
The effectiveness of our government depends on the efficiency and transparency of our public services. We are committed to reforming our public service to be more responsive, accountable, and efficient. Digitalization of services will be a priority to reduce bureaucracy and enhance accessibility. Public servants will be trained and incentivized to deliver high-quality services. We will ensure that essential services such as healthcare, education, social welfare, and public safety are available to all citizens, especially the most vulnerable.
